On December 25, 2024, the National People's Congress released the Draft of the "Law on the Safety of Hazardous Chemicals" (hereinafter referred to as the Draft) for public comment. Hazardous chemical production enterprises with lower risk levels, simple process routes, and no involvement in chemical reactions do not need to obtain a hazardous chemical safety production license, and are subject to record management by the emergency management department of the county-level people's government, except for those constituting major hazard sources.
