Cosmetic Sampling Inspection Data and Information Sharing for China –January 2025

Cosmetic Sampling Inspection Data

In January 2025, China’s National Medical Products Administration (NMPA) announced that 62 batches of cosmetics were found to be non-compliant with regulations after tests conducted by institutions such as the Shanxi Provincial Inspection and Testing Center and the Anhui Institute for Food and Drug Control. Additionally, the Beijing Municipal Medical Products Administration conducted a cosmetic supervision and sampling inspection, identifying six batches of non-compliant cosmetics, while the Sichuan Provincial Medical Products Administration found 14 batches of non-compliant cosmetics.

National Medical Products Administration Announcement on 30 Batches of Non-Compliant Cosmetics (2025 No. 3)

During the 2024 National Cosmetic Sampling Inspection, testing conducted by institutions such as the Shanxi Provincial Inspection and Testing Center found that 30 batches of cosmetics did not comply with regulations. The non-compliant products include facial masks, sunscreen lotions, and sunscreen creams. The non-compliance issues involve: Excessive total bacterial count, mold, and yeast count exceeding the permissible limits; Failure to detect ingredients that were declared on the product label and in the registered technical specifications. In accordance with related regulations and measures, China’s NMPA has instructed the Shanghai and Guangdong Medical Products Administrations to initiate investigations into the registrants, filers, and entrusted manufacturers involved in these non-compliant cosmetics. The relevant enterprises are required to immediately implement risk control measures in accordance with the law and conduct self-inspections and corrective actions.

The non-compliant products include facial masks, shampoos, and body washes. The non-compliance issues involve: Excessive total bacterial count, mold, and yeast count exceeding the permissible limits. Failure to detect ingredients that were declared on the product label and in the registered technical specifications. China’s NMPA has instructed the Medical Products Administrations of Hebei, Shanghai, Jiangsu, Zhejiang, and Guangdong to initiate investigations into the registrants, filers, and entrusted manufacturers involved in these non-compliant cosmetics. The relevant enterprises are required to immediately implement risk control measures in accordance with the law and conduct self-inspections and corrective actions.

Beijing Medical Products Administration's Quality and Safety Announcement on the Supervision and Sampling Inspection of Cosmetics in Beijing

In accordance with the Beijing 2024 Implementation Plan for the Quality Sampling and Inspection of Drugs (including Pharmaceutical Packaging Materials), Medical Devices, and Cosmetics, the Beijing Medical Products Administration conducted a supervisory sampling inspection of the city's cosmetic production sector (including registrants, filers, and domestic responsible persons) as well as online sales channels in 2024. A total of 1,610 batches of cosmetics were inspected, among which 6 batches did not comply with regulations which include facial masks and hair dyes.

Sichuan Medical Products Administration Announcement on 14 Non-Compliant Batches of Cosmetics (2025 No. 1)

In 2024, the Sichuan Medical Products Administration conducted sampling inspections on the production and distribution of cosmetics across the province. According to the Sichuan Institute for Drug Control, 14 batches of cosmetics were found non-compliant. The non-compliant products include facial masks, sunscreen lotions, and shampoos. The non-compliance issues involve: Excessive total bacterial count; and ingredient discrepancies not matching the declared specifications.

Information Sharing

On January 6, the Guizhou Medical Products Administration released the results of its 2024 cosmetics supervision and inspection.

Cosmetic Manufacturers Inspection Results: nine manufacturers completed rectifications and met the required standards and seven manufacturers were ordered to suspend production.

Cosmetic Filers Inspection Results: 11 cosmetic filing enterprises completed rectifications and met the required standards and one enterprise is pending rectification and further evaluation.

On January 16, the Shanghai Municipal Drug Administration issued a notice on the implementation of the Shanghai Cosmetics Manufacturers' Quality and Safety Risk Classification Management Measures. Following the "Risk + Credit" classification-based regulatory approach, the administration assesses cosmetics manufacturers based on their fulfillment of primary responsibilities, regulatory records, and credit risk status. Manufacturers are categorized into four risk levels:

  • Grade A: 90 points and above;
  • Grade B: 75 to 90 points (inclusive);
  • Grade C: 60 to 75 points (inclusive); and
  • Grade D: Below 60 points.

Furthermore, a differentiated supervision strategy is implemented based on the classification:

  • Grade A: Trigger-based inspections (only when necessary).
  • Grade B: At least one routine inspection every three years.
  • Grade C: At least one routine inspection every two years.
  • Grade D: At least one routine inspection every year.

On January 23, the Jiangxi Medical Products Administration issued an announcement regarding the supervision and inspection of cosmetics manufacturers. Recently, the administration conducted supervisory inspections on four cosmetics manufacturers among which three manufacturers were found to be basically compliant with regulations and one manufacturer was ordered to rectify its issues.

On January 26, to ensure the safety of cosmetics for consumers, the Huanggang City Market Supervision Administration of Hubei Province carried out a pre-Spring Festival cosmetics safety inspection across the region. During the inspection, law enforcement officers strictly reviewed the business licenses, hygiene permits, and other relevant qualifications of cosmetics retailers; Thoroughly examined the supply chains of cosmetics; Carefully checked the labeling information on cosmetic packaging. As of now, 26 cosmetics businesses have been inspected, and three businesses were found not to have established or implemented an incoming goods inspection and record-keeping system. For the identified issues, law enforcement officers issued rectification orders on-site, requiring the businesses to immediately rectify the problems and submit a rectification report within the specified timeframe.
