Cosmetic Sampling Inspection Data
In November 2024, China's National Medical Products Administration (NMPA) conducted sampling inspections of cosmetics, and 90 batches were found non-compliant. The Guangdong Provincial Drug Administration conducted inspections, with 13 batches found non-compliant. The Anhui Provincial Drug Administration also conducted inspections, with one batch found non-compliant.
National Medical Products Administration Announcement of 50 Non-Compliant Batches of Cosmetics (2024 No. 50)
In the 2024 national cosmetic sampling inspection, conducted by the Jiangsu Institute for Food and Drug Control and other institutions, 50 batches of cosmetics were found to be non-compliant with regulations. The non-compliant products include hair dye creams, hair dye pastes, hair oil creams, and moisturizing shower gels. According to the "Cosmetics Supervision and Administration Regulations", the "Measures for the Supervision and Administration of Cosmetics Production and Operation" and the "Measures for the Management of Cosmetic Sampling Testing", the NMPA has instructed the drug regulatory authorities in Tianjin, Liaoning, Jiangsu, Guangdong, and the Guangxi Zhuang Autonomous Region to investigate the registrants, filers, and entrusted production enterprises involved with the non-compliant cosmetics in accordance with the law. They are ordered to immediately implement risk control measures and conduct self-inspection and rectification.

In the 2024 national cosmetic sampling inspection, conducted by the Guangxi Zhuang Autonomous Region Institute for Drug Control and other units, 40 batches of cosmetics, including products labeled as CALMANY Clear Long-Lasting Sunscreen Isolation Lotion, were found to be non-compliant with regulations. According to the "Cosmetics Supervision and Administration Regulations", the "Measures for the Supervision and Administration of Cosmetics Production and Operation" and the "Measures for the Management of Cosmetic Sampling Testing", the NMPA has instructed the drug regulatory authorities in Shanxi, Jiangsu, Guangdong, and Sichuan provinces to investigate the registrants, filers, and entrusted production enterprises involved with the non-compliant cosmetics in accordance with the law. They are ordered to immediately implement risk control measures and conduct self-inspections and rectifications.
Guangdong Provincial Drug Administration Announcement on Cosmetic Sampling Inspection Information (2024, Issue No. 4)
To enhance cosmetic supervision and ensure public safety, the Guangdong Provincial Drug Administration organized sampling inspections of cosmetics in the production and operation sectors across the province, according to the Guangdong cosmetic sampling plan. Thirteen batches of cosmetics, including the Peilanshi Ginseng Enzyme Cream and Peilanshi Silky Moisturizing Fragrant Shampoo produced by Shantou Yinge Fine Chemical Inductry Co., Ltd., and the Huayang Amino Acid Smooth Fragrant Body Wash and Huayang Collagen Smooth Shampoo produced by Shantou Yalian Pharmaceutical Co., Ltd., were found non-compliant. The Guangdong Provincial Drug Administration has requested that the relevant companies and units implement risk control measures such as suspending sales and recalling products, investigating the causes of non-compliance, and carrying out rectifications effectively.
Anhui Provincial Drug Administration Announcement on Cosmetic Quality (2024, Issue No. 5)
To strengthen cosmetic regulation and ensure consumer safety, the Anhui Provincial Drug Administration organized a provincial-level cosmetic supervision and sampling inspection within its jurisdiction. The Anhui Institute for Food and Drug Control tested and confirmed that one batch of the Hongxinlong hair dye, produced by Guangzhou Hongxinlong Cosmetics Co., Ltd., did not comply with regulations. In accordance with the "Cosmetics Supervision and Administration Regulations", the "Measures for the Supervision and Administration of Cosmetics Production and Operation" and the "Measures for the Management of Cosmetic Sampling Testing", relevant units have implemented necessary control measures for the non-compliant cosmetics and taken action against violations according to applicable laws and regulations. The results of these actions have been publicly disclosed as required.

November 7, the NMPA conducted a flight inspection of Chengdu Mingpeizhuang Biotechnology Co., Ltd. The inspection revealed that the company violated the "Cosmetics Supervision and Administration Regulations" and the "Good Manufacturing Practices for Cosmetics", with significant deficiencies in its production quality management system. To ensure public safety, the NMPA has instructed the Sichuan Medical Products Administration to investigate the company's alleged violations according to the law. Currently, the Sichuan Medical Products Administration has launched an investigation and ordered the company to suspend production and operations to rectify the identified issues.
November 7, the Nanning Administration for Market Regulation of the Guangxi Zhuang Autonomous Region completed the 2024 annual cosmetic supervision and sampling inspection tasks. This inspection began in March and lasted seven months, focusing on products such as hair dyes, face masks, sunscreens, spot-removing and whitening products, shampoos, conditioners, and bath cleansers. Additionally, the bureau conducted extended testing on 52 batches of oxidative hair dye products and acne/anti-acne products, covering indicators such as pH, benzene, total bacterial count, heat-resistant Escherichia coli, Pseudomonas aeruginosa, Staphylococcus aureus, molds, and yeasts. According to the statistics, the Nanning city completed a total of 222 batches of national-level cosmetic inspections, with 23 batches failing; 180 batches of autonomous region-level inspections, with 14 batches failing; and 102 batches of municipal-level inspections, with 4 batches failing.
November 18, the Shanghai Municipal Drug Administration announced that during the cosmetic supervision and sampling inspections organized by the NMPA for 2023 and 2024, as well as inspections by drug regulatory departments from other provinces, several samples of Nuobixing Baby Care Cream, labeled as produced by Shanghai Zhenxian Cosmetics Co., Ltd. (hereinafter referred to as Shanghai Zhenxian), were found in markets in Chongqing, Anhui, Sichuan, Jiangxi, Jiangsu, Shandong, and Guangdong. These samples tested positive for the prohibited substances terbinafine and ketoconazole. Investigations revealed that the Nobixing Baby Care Cream containing the prohibited substances was not produced by Shanghai Zhenxian Cosmetics Co., Ltd., but was instead a counterfeit product using the company's packaging and batch numbers. The Shanghai Drug Administration conducted tests on all batches of Nuobixing Baby Care Cream produced by Shanghai Zhenxian and found no traces of terbinafine or ketoconazole.
November 19, the Guangzhou Municipal Administration for Market Regulation issued a consumer alert regarding products such as "Sitaqi Eyelash Serum." The administration received reports of 33 batches of cosmetics, labeled as produced by "Guangzhou Jiayi'er Biotechnology Co., Ltd." and named "Sitaqi Eyelash Serum" (with no batch number, production date: 2022.01.08, expiration date: 2025.01.07), failing to comply with regulations. These products were found to contain prohibited ingredients as specified in the " Safety and Technical Standards for Cosmetics (2015 Edition)," including bimatoprost, fluocinolone, and desonide. The local market supervision authorities have initiated investigations into the registrants, filers, and entrusted manufacturers of the non-compliant cosmetics. The companies involved have been ordered to immediately implement risk control measures and conduct self-inspections and rectifications in accordance with the law.
