On November 28, 2024, the Global Cosmetics Market Trends Analysis Seminar, hosted by the Korea Cosmetics Industry Institute (KCII), was held at COEX in Samseong-dong, Seoul, South Korea. On May 2, 2018, the Taiwan Food and Drug Administration (TFDA) under the Ministry of Health and Welfare of Taiwan, China, passed an amendment, changing the "Cosmetic Hygiene Control Act" to the "Cosmetic Hygiene and Safety Act." Article 5 of the Act establishes a five-year transition period for the inspection and registration system of cosmetics with specific uses, which will be abolished on July 1, 2024. Specific-use cosmetics refer to those intended for purposes such as sun protection, hair dyeing, perming, antiperspirant deodorizing, teeth whitening, or other uses.
In 2022, the United States was the largest market for Chinese cosmetics exports, accounting for 21.6% of China’s total cosmetics exports, with an export value of 1.24 billion US dollars, a year-on-year increase of 3.6%. The following countries are the United Kingdom, Japan, Thailand, Indonesia, Malaysia, the Netherlands, Australia, and the Philippines. In addition, 36.7% of the export volume is composed of other countries and regions.

Since the implementation of the CSAR, as of August 7, 2024, 173 new ingredients have been filed. This indicates that the new risk classification management model for cosmetic ingredients has significantly accelerated the filing process for non-high-risk new ingredients. The introduction of a 3-year monitoring period shifts the responsibility for safety monitoring from the government to the registrant and filer, while also providing companies with a certain level of protection for their investments in technological innovation.
